Added EKI hardware interface and IO interface for foxy. I put the in the subdirectory kuka_eki with the KRL code (in directory kuka_eki/krl).
The hardware interface is a port from ROS1.
The IO interface was added to control tools, e.g. grippers via ROS2 and EKI. Also, a small example was added on how to use the IO interface in kuka_eki/kuka_eki_io_interface/README.md .

If this is a port, please retain copyrights in the ported files. Afaict, the two main .h and .cpp files contain/retain large portions of the code Brett wrote. Although adapted, the copyright declaration can only be updated/added to, not replaced.
