Fix Issues Raised In Previous Release

Correct issues raised by previous release.

Add Dialog Box for CTags Build Target

This release adds a dialog box to allow user to choose the build target, i.e. what file/folder(s) the tags should be built for. The list of available build targets is populated from the currently open file/folder(s).

Sublime Text 3 Compatibility

This release adds support for Sublime Text 3. Additionally it completes a large refactoring of the code base.
