CALPADS Snapshot 1.2 produces at least two extra rows with Textbox11 and ALL in the first column.

This doesn't look like something we can control on the automation end -- it's downloading the file as expected and even humans would have to deal with this. However, in documentation, add a note about this behavior as part of cleaning the file.
