How do I do a clean reinstall, or re get dependencies?

My attempts to install SDWUI are failing at pytorch due to craptastic internet speed, it's hard to say as I am not smert. I've been trying to get this webui up and running but I've yet to complete a run of webui.cmd .
as far as my limited understanding can workout is that gig and a half pytorch is timing out , not sure, but it is obvious a few pieces are missing per some error messages about module cv2 being missing then Gradio being missing after I git install of opencv or something. anyway I'm sad and my brain hurts. someone with a bigger brain tell me how to fix it. I'm thinking a way to do a reinstall of the dependency files, ie a clean reinstall but I'm open to better solutions. please, teach me o wise elders.
