Goal

Update footer padding to match header.

Requirements

  1. Either Footer padding must match header.
  2. Or Footer must use Core plugins/styles (Use New Footer Design #14).

Background

  1. Hedda made an executive decision (private chat).
  2. Wes agrees, and is glad to have direction on the footer padding (which is oddly padded and styled by unnecessarily complex code).
  3. Independently, Use New Footer Design #14 was created to adopt new Core footer design.
