Minimum Charge Adjustment

Currently, the SU column displays the raw SU calculation based on the standard calculation (#nodes * #hours * queue factor). However, with the recent policy change (https://tacc.utexas.edu/news/user-updates/107551/) the calculation should be updated to reflect the minimum charge rate for smaller jobs. For example a 1 node job that runs for 5 minutes in the normal queue (10.0831) displays a charge of 0.083 SUs. This should be (10.251) 0.25 SUs.

Essentially, #hours should never be below 15 minutes (0.25). Thanks!!
