Feature suggestion: respondent-specific feedback paths per question

This feature might be hard to implement in the current data architecture, but I'm posting it here as it is a often-requested feature and the feasibility might change in the future.

Requested feature: an instructor can specify (in the question itself) who will be giving feedback to exactly who. Some have asked for an option to make this allocation automatic and random.

Current: Instructor can specify how many can be feedback recipients of a question, but not exactly who.
