This adds four additional xacro files for the HDT arms without their hands. Our OCS currently breaks horribly without the hands included in the robot description, so I decided to have the HDT drivers use a separate set of files. This is not quite ideal, since the rest of the system is hallucinating hands, but it seems easier than trying to get the OSC to work with out any hands defined in the xacro/urdf.

This should be merged along side a pull request on valor_platforms.

This works with ViGIR's system and the ocs by having those load the normal urdfs while the mk3 driver loads the no hand versions.
