Extend plantable-on tags

Currently vanilla has bamboo_plantable_on, perhaps we could have more general tags for what can be planted on what?

• Add general_plantable_on, which has clay, coarse dirt, dirt, farmhand, grass block, gravel, mycelium, podzol and sand, which would be used for handling what flowers, ferns, grass, and saplings can be planted on. Would be more blocks than they can be planted on in vanilla, not sure if this would be desirable.
• bamboo_plantable_on could be compressed down to just #general_plantable_on, bamboo, bamboo_sapling
• cactus_plantable_on, which would be general_plantable_on plus cactus
• chorus_flower_plantable_on, which would be chorus plant and end stone
• dead_bush_plantable_on, which would be general_plantable_on and unglazed terracotta
• nether_wart_plantable_on, which would be soul sand
• sugar_cane_plantable_on, which would be general_plantable_on and sugar cane

Maybe there could be tags for each crop and what it could be planted on, but that might be a bit much.
