Expand "claim limit" to minimum and maxiumum limits

Right now newsletters have a single limit value which specifies how many claims should appear in a given section. We have logic to fill with claims regardless of quality in certain circumstances.

Lets consider expanding this to a minimum and maximum value, which gives more power to specify if backfill is actually desired.
