In the aether, create a large spawnable platform, I cleared out a 500x500 block area. Create a layer of aether grass on the bottom-most layer y=-31, and create a layer of light blocks with light levels above 0.
What You Expect To Happen
Light levels should prevent all hostile mobs from spawning.
What Actually Happened
Cockatrice and Zyphers were prevented from spawning, however, Tempests and Aechor Plants continued to spawn.
I have confirmed this bug can be replicated without the use of Optifine.
I have confirmed this bug is on the most recently supported version of Minecraft.

I have confirmed this issue is unique and has not been reported already.
