Download of any stream is VERY slow most of the time

Most of the time, it takes me a very long time to download streams. Sometimes, seemingly randomly, I can download a 200 mb file in seconds. At first I thought it was youtube throttling my IP for requesting the same video more than once (for when I was developing and debugging). But I've tried several random videos from the front page. I am unable to really track down what is causing this. I've tried on multiple machines (my dev box and an azure server).

I added some logging to the while loop in StreamExtensions.CopyToAsync and pasted the output below for a small sample file. It took 37 seconds for a 1,221,307 byte audio track. It looks like it only read 16384 bytes at a time. This is an example of a small file, for the 40 mb video stream it took 7 minutes.
