We need a single consolidated abstraction.

Functionally, we need these sleep modes:

Deep sleep (lowest power mode, resume at firmware start on WKP or RESET)
Deep sleep w/ timer (lowest power mode, resume after milliseconds or on RESET or WKP at firmware start)
