api meta call shows population statistics at locations however this is misleading #21

https://apps.itos.uga.edu/CODV2API/api/v1/locations shows up to 3 themes per location (cod-em for edge-matched datasets, cod-ps for population statistics and cod-ab for administrative divisions. These are showing based on the scraper output availability only (api/v1/locations/all) however this is misleading as the team is still bringing cod-em metadata outputs and cod-ps lookups online for countries.

Population statistics are brought online and are tested on beta and to be propped to production shortly
