Expanding on the 2 cases you mentioned, there is actually a small topology issue that would need fixing for Lesotho highlighted by the Hierarchical Geometry check.
When doing a spatial join between Admin 1 and Admin 2, there are 3 extra features created when doing a one-to-many join by features that overlap:
LSD03 <> LSC
LSD07 <> LSA
LSK04 <> LSJ
