SUEWS data schema

Develop schema for all data structures used in SUEWS, which can then be used in a variety of ways, including:

• documentation
• validation
• data exchange
• user input assistance
• etc.

• sort all input variables as requisite of related physical processes
• re-organise input variables into a hierarchical structure suitable for yaml file

underlying changes using fortran derived types to simplify the internal data structure

• pack into derived types using the newly implemented f90wrap approach #180
