Allow testing of roles and offices

Allow people to be in a group have a role in Staging but not in Prod.

currently, we were adding team members in roles and offices in the production AD groups. This gave us team members too much authority in Production and allowed us to be selected as attorneys on staff assignment.

We need the ability to still test all functions of the application in lower environments without being in the production environment.
