Primary URL down - failed to load API definitions.

I'm getting an error, failed to load API definitions, on the primary URL - https://cwms-data.usace.army.mil/cwms-data/swagger-ui.html

Backup URL does appear to be working (https://cwms.sec.usace.army.mil/cwms-data/swagger-ui.html)

I don't have a clean way of failing over the backup URL, but might see if I can come up with something.
