Share tips/documentation that might help USFS get design tools

Background
USFS will want to ensure that vendors can use current design tools when they join the project (Adobe, Sketch, Figma, InVision). 18F may be able to help by sharing documentation and/or justification for tools to leadership.

We'll know we're done when...
