Combining authorities - Policy Issue

As a policy analyst I want the system to only allow appropriate authorities to be combined on a grant/agreement in order to prevent Grants Specialists from combining inappropriate authorities together on a grant/agreement.

We'll know we're done when...

• the system only allows a user to select more than one authority when allowable and that user cannot select two incompatible authorities
