beta tier landing page

Not urgent, but let's do this sometime: Now that we have a beta-owi.usgs.gov page, let's make a job for the landing page for the beta tier. Laura notes that the beta one should be something we push like we would push to prod, as opposed to the dev one, which is automatically building based on changes in pub dates on the viz.yamls.

Beta tier for landing page would be nice because in the past we've often struggled to get the prod page up in time for the social media releases; we tend to forget about it. Putting the page on the beta tier would give us a place to get practicing earlier in the viz development process.
