More economical solution for getting NWS flood stage heights #18

Our current NWS web scraper takes a while. It would be great to hit a different service or our own aggregated dataset that we build on some other interval.

Explore water watch and TX WSC's use of flood height to see if we can use an existing USGS service that does this already.

When flooding, the following web table exists:
https://waterwatch.usgs.gov/index.php?id=flood&sid=w__table

which seems to be the same as

https://waterwatch.usgs.gov/index.php?id=real&sid=w__table_flow ?
