Localized volume emulation on an arbitrary Lp nD-ball. @smattis I'm currently implementing this, but I know you've been working on something similar w.r.t. estimating the diameter of and determining neighboring Voronoi cells for the error estimation paper. I'm using this to try and eliminate some dimensional dependence I'm seeing for integration. This will also be helpful for adaptive integration schemes as well. Let me know if you'd like to talk about this offline/Skype.

@eecsu I need to do some experiments to see if this reduces the dimensional depence I'm seeing. Also this will work better with better estimates of the Voronoi cell radii
