Tooltips should indicate what clicking on each option does. Also should display a message when there are no recent semesters (the option is present, but greyed out / disabled) or when there are no semesters at all.

No need, since it is pretty self explanatory what select all does, and recent shows the 4 semesters selected in the filter label rendered
