Description:

On melodic, we don't see the warning (probably still an issue New warning message for repeated transforms ros/geometry2#467). On noetic we see the warning: Warning: TF_REPEATED_DATA ignoring data with redundant timestamp for frame left wheel link at time 709.619000

Goals:

Find source of warning
Get rid of warning

Acceptance Criteria:

Warning no longer appears

Notes:

Possibly helpful
Don't insert a TF frame if one of the same timestamp already exists, instead just overwrite it. ros/geometry2#425
Transforms published with the same timestamp accumulate indefinitely in all listeners ros/geometry2#414
