Tracking Category is Not Being Populated

MediaWiki version: 1.39.3
PHP version: 7.4.33

List of steps to reproduce (step by step, including full links if applicable):

• Visit Special:TrackingCategories
• Visit the tracking category for DPL's parser function

What happens?:
The category is shown to be empty. This is not the case with other categories so this is likely not an issue concerning cache.

What should have happened instead?:
It should be populated because there is at least one page that uses DPL.

Technically this is not a bug because tracking categories are completely undocumented. Or rather, they need to be documented somewhere.

Last night I was trying to disable the tracking category output, tried reset=categories, and it hilariously deletes all categories onto any page it's transincluded into, including the tracking categories.
