Actually NUM is ambiguously conflicting with ADJ (Ordinal JJO and Cardinal JJC Adjectives in XPOS)
What my observation is that we may replace NUM with ADJ wherever it comes before Nominal because its behaviour is more likely as an adjective. Once we do it case and other features will be fine.
We should confer on that, then perhaps find/replace such NUMs with ADJ / JJO or JJC

Not entirely sure how this got here, but probably because it was featurized as an ADJ but was originally tagged like a NUM
