Often times I've had an issue where the input file had a lower bitrate than what I had defined, causing the file to fail due to it being bigger in size post-processing than the original file, and that's just how my library is set up.
It would be possible to set a factor such as "0.8" which would define the target bitrate based on a percentage of the original bitrate of the media, perfect for H.264 to H.265 conversions, causing a lower bitrate will still maintain the same quality.
