Remove audio streams based on channel count

What is your new plugin request?

I'd like to be able to remove all audio streams above a certain channel count threshold, as long as there is another audio stream of the same language and with a channel count that is under the threshold.

Could also be useful to perhaps incorporate the stereo AAC creating plugin as an option, if that somehow saves on resource usage.
