DynamicSpawn should be set to off when deactivating a network because if not, any group dynamically integrated in the network will reactivate it. We should note that since DynamicSpawn is global to the module, this will set it to off globally and not only for the deactivated network, but for now we will live with that.
Check as well if something should be done with the integration in the networks of units spawned by veafSpawn.
See if something can be done to correctly switch the states of the groups that are defending HARMs when the network is deactivated.
