Dismissing hover with escape does not work when "editor.hover.enabled": false #9468

Describe the bug
Hover menus that are visible via gh command are not dismissed when editor.hover.enabled: false. I personally have this setting disabled so that my mouse does not trigger hover effects but the vscode gh command allows me to hover on demand. Ultimately, hitting gh again seems to "unfocus" the hover box and following that second gh, hitting escape will dismiss the hover.

To Reproduce
Steps to reproduce the behavior:

  1. In user settings, set editor.hover.enabled: false
  2. Go to any line of code (maybe a function) that has content visible on hover
  3. Use the gh command to view the hover content
  4. Hit escape
  5. Hover content does not go away.

Expected behavior
Hitting escape on hover dismisses the hover window/popover/box.

Seems like this must have been a VS code native problem because I can no longer recreate the behavior described in this issue. 🎊
