HC SD virtual controller connected but game input does not work (is desktop layout automatic?)

I have a default install of HC (21.4.1) on SD (in a fresh install of W11), but for some reason the mouse function remains active (both track pad and right stick), so when launching Xbox Store games the controller doesn't work. Does HC now require Profile for games? While I tried this path as well, that also did not work, and the mouse remained functional. The only place it seems to act like a controller is in HC's "main window".

I managed to get it work is by turning of desktop layout. I like that feature, so is there a way to make sure that's disabled automatically when a game or profile is selected (I enabled notification and profiles were being switched to correctly, and back to desktop after quit).
