Limit the hero pool based on the role assigned to the player

Why doesn't role queue specifically limit the hero pool you can pick from, to heroes that can fit into that role?

I get it, Dota is a game where "anything" can do "anything", but the fact theres a role abuse report option means the devs know certain heroes dont fit into certain roles. I've had a countless amount of games totally ruined by Phantom Lancer offlanes, Riki supports, and Dazzle mids.

Please, implement some sort of limitation onto which heroes can be picked depending on the role you're assigned, something that should be easy to add considering dota plus has role assistant and shows which heroes fall into which roles.
