steam overlay is broken

Steam overlay is broken i can't send friend requests or chat in game i just get dimmed screen when i try to and no steam window apear

no i don't force wayland as its not working right now after latest update and it behaves weirdly, i use x11 and tge issue persists, how you close the ****ing issue based on your thoughts!

i'm not sure if its a bug

i found out clicking link in game wont open a window in steamoverlay but the link opens in steam i can see the window when i get out of the game, and after interacting with steam window for one time then it started opening window in overlay as it should be
