Same here:
This is preventing me from using the H265/HEVC encoder in Game Recording, as it requires hardware acceleration to be enabled. The main weird thing I could find is the webhelper.txt log file filling (rapidly) with errors like:

Also having the same/similar issue. It started after I updated my system from NixOS 24.05 to NixOS 24.11. One of the major changes I made to my config was going from the closed-source NVIDIA drivers to the open-source NVIDIA drivers. Steam Version: 1733265492 Further, I rolled back my NixOS configuration to my most up to date 24.05 version, and GPU Acceleration works just fine for the steam client. Here is the information that is different for that configuration of the same system. Distribution: NixOS 24.05 |
It's also possible to right click Steam from the system tray and open settings that way, in case anyone has trouble finding the settings on the main black window |

causes steam to look as shown in the picture:I can however hover over top menus like 'settings' to change it back. Settings and login screens work as expected.
Checked it on the latest beta of steam and the issue persists.
