yarn has a bunch of reasons to move to yarn v2 so I think we should migrate https://yarnpkg.com/getting-started/qa#why-should-you-upgrade-to-yarn-modern

biggest thing I see is that they have a better alternative to node_modules which appears to be much faster and hence cooler.
