Add contest materials to home page

Just grabbed the live stream URLs from https://www.youtube.com/@ICPCLive 😄

I've copied all listed contest materials from last year and commented them out.

I've also added the live scoreboard and spectator contest to both.

@maartenweyns @verwoerd Do you know if we'll have a spectator contest for the test session as well? If not, it can be removed from the test session materials 🙂

Last year we did, so I would say yes we should, but I don't know if we have.

Also copied the announcement for the spectator contest from last year. If we do have a test session there, we may or may not want to add this to the announcement 🙂

Updated! I didn't add any times for the test session. Perhaps we want to have it run longer to test things, perhaps we don't. Let's not make guarantees there 😛
