Refactor DVC to use external storage #82

When external storage is available, set up this repository to use it. This will mean may mean adding a new remote. The data stored in data and data/dvc_storage may be moved to a dvc data repository and removed from this repository.

When the external storage is set up enable the CI workflow again. As the data is too big to be moved through github without external storage or paying for git-lfs, it will always fail checks as it can't pull the data.
