Remove upsells for extensions that are included in the activate license

Describe the bug
Upsells keep showing up even after the user has activated the license and only disappear after all the extensions have been activated. This is incorrect, the check should be made not for active extensions but for existing extensions in the activated license.

To Reproduce
Steps to reproduce the behavior:

1. Go activate license and don't activate premium extensions
2. You will see upsells for the included extensions

Expected behavior
Hide the upsell for an extension if the extension is included in the activate license.
