[Feature] Let people eat food in claims that they can't use doors in

Bind allowing people to eat their own food to some other permission probably. People enter other people's claims and are unable to eat food. It's very much not the best.

Using food counts as an interaction. A similar exception exists for books to allow those to be read, as well as fireworks while elytra boosting. However, food presents additional challenges. This is actually quite easy to implement in Paper, so I've been putting it off for the refactor (where Paper & Spigot will be seperate JARs)
