[Events] Ability to filter to a specific org (vNext) #68

This would be an upgrade of #67 where the system could filter to all events overlapping with a specific jurisdiction. Possible examples:

Snohomish County includes 21st LD
7th LD includes Lincoln County
Any County or LD includes state-wide
