update default match set to exclude impossible matches from dead animals

Feature description and context

With #872 complete, we can start making optimizations to the match set that address the facts of ecological data rather than the limitations of the technology. The most pressing is to ensure that we are not lifting unmatchable animals that have died (community link)

Feature sign-off requirements

• Default match set filters out encounters from individuals if the individual's death date comes before the date of the query encounter
• Default match set applies to single submission and bulk submission search
