unit test: tomcat

context

With #908 , we discovered only after merge that there was a serious intergration with dilib because none of our tests covered the issue. We want to start incorporating significant system components in the automatic tests, and starting with tomcat seems like a good place to start

Feature sign-off requirements

• unit test runs as part of the codecov tests (is either covered in existing configuration or configuration is updated if needed
• test failure: tomcat fails
• test success: tomcat starts and runs successfully for 60sec
