Context

We have an out of date link, need to point it to the new link

User Story

As a visitor to any codex site, I can see a "Terms of Use" link in the footer.
As a visitor to any codex site, I cannot see a "Legal" link in the footer.
As a visitor to any codex site, when I click the "Terms of Use" link in the footer, a new tab opens to [codex url]/TOU_for_Codex.pdf
