WINNF.FT.C.HBT.11 requires to renew 2 times to stop

The test file, WINNF.FT.C.HBT.11.csv, contains two lines of HBT_heartbeat_GrantRenew.json at the end. I don't see the reason of doing two times of renew per the test spec requirements in section 6.4.4.4.1.

If issued grantRenew=TRUE only in the 2nd heartbeat request, the test will fail. No question will appear from test harness console, which made tester confused.

I think this test case only needs one line of HBT_heartbeat_GrantRenew.json in test file.
