All CBSDs in QPR_5 Testcase to be re-configured to create more interference than Table Mountain threshould -88.4dbm #798

With the Current CBSDs configuration attributes in QPR_5 for Table mountain testcase,
the total interference caused by each CBSDs is well less than -88.4dbm, which is passing the test case without verifying the unsuccessful grant in Table Mountain region test scenario.

This test case is configurable, which will allow ITS to thoroughly test Table Mountain protection using their own configurations of the test case. If you would like to submit changes to the WinnForum default configuration, I see no problem with it, but I don't think it's critical since it will not affect ITS' work or the integrity of the overall certification process.

If you would like to contribute to the SAS test code, please check in with Lee Pucker of WinnForum to make sure the appropriate legal documents are in place. Please also join the SAS test dev task group in WinnForum to ensure that you are aware of all developments.
