Is your feature request related to a problem?

Move ASE to Paper after the "The Future of Paper"Announcement.

Describe the solution you'd like.

ASE build against Paper-API and Paperweight-UserDev.

NOTE: this also means changing build systems from Maven to Gradle. Might be more work than intended.
