Show time in the timezone of the Event, in the event form

Currently the event edit/create form shows time in UTC instead of the timezone of the event, which is confusing for the user. Instead, the start and end fields should show the time in the timezone of the event.

Additionally, If the timezone changes in the select, the displayed time should automatically change accordingly.
