If you have blocked the equipment of any wearing and you right click having it in hand you can equip it without any problem.

Oh, sorry, version is: R: v3.0.3 for CB 1.4.7-R1.0

I'm using Bukkit 1.5.1

(Maybe this is the reason)

Probably, but 3.1.0 is currently very...buggy lol, I am working on it when I can but I just have not had much free time lately.
