Describe the bug
I'm unable to create a iOS 14.5 simulator with Xcode 14 on Sonoma

To Reproduce
My version of Xcode 16.1 was too recent for me to test with this iOS version.
So I installed Xcode 14.3.1 (which is compatible with iOS 13.7-16.4 runtimes) with Xcodes.app. The iOS 14.5 runtime was already downloaded but I also tried to freshly download a 14.4 version to be sure.

Below a screenshot of all the platforms installed and listed with Xcode 14.3.1 > Settings > Platforms.

But when I go the Xcode 14.3.1 > Devices and Simulators > Simulators, I can not choose the 14.5 (or 14.4) iOS version. The minimum available version is 15.5.

Same with the Simulator 14.3.1.

My macOS version is Sonoma 14.7.

I’m wondering if my macOS version makes it impossible to use iOS < 15 runtime.
I’m not a full time iOS developper and maybe I miss something important.
